(STARpod.org) -- President Barack Obama, who appeared clearly displeased with the recent performance of the U.S. Intelligence Community, told the American people, "we are at war against al Qaeda."

The President identified shortcomings in the way the Intelligence Community handled intelligence that could have prevented the attempted terrorist attack against Northwest Flight 253 as it approached Detroit, Michigan on Christmas Day.

The President confirmed that the failure was not due to a fault in the collection of  intelligence, but a "failure of analysis."

The President outlined changes to the system intended to prevent future intelligence from falling through the cracks, which he called a "systemic failure."

Among the changes, the President is ordering that "all leads" should be pursued aggressively "all of the time." Intelligence reports of threats to the American people are to receive "wider" and more "rapid distribution"  and other efforts will be made to "strengthen the analytical process."

Changes will also be made to strengthen the effectiveness of the "no fly list" to prevent terrorists from entering the United States.

The President has also ordered "internal accountability reviews" to determine weaknesses in the system.

Sources using exotic intelligence collection methods known as "anomalous mental phenomena" by the Intelligence Community have been aware of the increasing danger level for some time.

In August of 2009, psychically sensitive individuals began to report their concerns of a sudden increase in "threatening" mental impressions, suggestive of a sudden increase in threats to America and Great Britain.

By September 2009, additional non-specific details were forwarded to persons affiliated with the U.S. government. Shortly after, alleged terror plotter Najibullah Zazi was placed under arrest, leading to claims of "the most significant plot since 9/11."

Psychic sources continued to warn of new, developing dangers, in parallel with private intelligence sources monitoring similar threats made over the Internet. Among the concerns raised by psychics were descriptions of new "liquid filled explosives" associated with a "young man, dark skin and hair," "a man in a green striped shirt" and sounds like a "pop" which are similar to news reports and first hand reports of the Christmas Day attempt to bring down Northwest Flight 253 over Detroit.

A psychic source who has previously worked with MI5 in Britain, raised concerns about explosive devices hidden in body cavities. According to this source, he had advised American intelligence authorities about this danger shortly after 9/11, when he was tested by American intelligence services, including the NSA and the DIA.

In the early morning hours of November 5, 2009, an anonymous psychic source provided a non-specific alert concerning "disturbing images" of paramilitary style attacks. Hours later, Major Nidal Malik Hasan opened fire at a military processing center at Fort Hood, resulting in the deaths of 13 people.

Just prior to Thanksgiving Day, only weeks after the Fort Hood shootings, non-specific warnings from multiple psychic sources shifted from attacks against trains and subway systems, tunnels, and bridges, to holiday season air travel.

One psychic source warned of an imminent threat to rail traffic in the United Kingdom, where mysterious problems shut down trains during the holiday travel season.

Although psychic intelligence has "not been considered actionable" it appears reasonable to consider psychic perception when constructing "threat scenarios" and for the purpose of "early warning" of impending events. Ideally psychic intelligence would be developed and fused with conventional collection to focus attention towards potential threats, potentially helping to "connect the dots" of conventional intelligence.

The White House report confirms that "The U.S. Government had sufficient information prior to the attempted December 25 attack to have potentially disrupted the AQAP [al Qaeda in the Arabian Peninsula] plot -- i.e., by identifying Mr. Abdulmutallab as a likely operative of AQAP and potentially preventing him from boarding Flight 253."

Deputy National Security Advisor John Brennan confirmed that AQAP is tied to al Qaeda senior leadership.

Perhaps the most shocking information provided by Brennan  was that U.S. intelligence failed to understand that AQAP had " had progressed to the point of actually launching individuals here."

According to the STARstream Research spacetime-threat.blogspot.com,  on Monday, November 30, 2009, "The STAR Spacetime Threat Assessment Level" was "raised to SEVERE: A strongly increasing potential for damaging events."

"The STAR threat level has been raised based upon input from multiple sources using AMP (anomalous mental phenomena) who have previously provided accurate warning in advance of damaging events."

Official government psychic spies were used to predict terrorist trends in the early 1990s, according to government released documents.

Several sources have come forward about a psychic spy program run by the National Security Agency, following 9/11.

The FBI has arrested two more men in the New York City terror case which resulted in the prior arrest of Najibullah Zazi in September. Zazi was charged based upon evidence that he was planning to make explosives using hair products and household cleaners.

Psychic reports of the investigation suggested a possible connection or suspicion by authorities of a connection between the New York City plot and the Christmas Day plot to take down Flight 253. In addition, concerns appear to have included a possible use of biological agents aboard aircraft flying into the United States, as was recently reported by Terrogence, an Israeli intelligence company, according to ABC News.

According to the psychic data, claims of the use of a biological agent were determined to be "unfounded" and "insane" but may have stemmed from concerns of potential ill effects of the fluid used to ignite the explosive "underwear bomb" and the resulting smoke affecting the "environmental control system" of the aircraft.

Psychic notes about the Christmas Day incident included "interrogation" concerning "chem/bio" threats.

A few days later, President Obama issued an Executive Order on "Medical Countermeasures Following a Biological Attack" and may be related to the Christmas Day attack and threats posted on the Internet.
