(STARpod.org) -- It's called The Fermi Paradox:

Why, given the discovery of so many planets in our galaxy -- thus an ever increasing probability for the existence of extraterrestrial aliens -- haven't we made verifiable contact with an intelligence from out there?

In 1950, during a discussion about UFOs with Edward Teller and other Los Alamos colleagues, Enrico Fermi surmised that if the Earth is typical of planets in the galaxy, then a vast number of civilizations should exist. Evidence of alien spacecraft or galactic space probes -- if one excludes contentious sightings of unidentified objects -- does not exist. Yet Fermi calculated that alien civilizations should have been visiting the Earth for thousands or even millions of years.

One solution to the Fermi Paradox has been explored by physicist Beatriz Gato-Rivera. It is possible that our solar system is within the territory of a hyper-advanced civilization spread across the galaxy. Gato-Rivera suggests that highly advanced technological civilizations include more primitive sub-civilizations. Human beings are among the sub-civilizations found within our galaxy, under the management of the galactic overlords.

Gato-Rivera explains, "The primitive sub-civilizations would know or ignore their low status depending, most likely, on the ethical standards of the advanced civilization in which they are immersed. If the standards are low, the individuals of the primitive sub-civilizations will be surely abused in many ways and therefore will be painfully aware of their low status. If the ethical standards of the advanced individuals are high instead, then they will respect the natural evolution (social, cultural) of the primitive sub-civilizations, treating them ‘ecologically’ as some kind of protected species. In this case, which could well describe the situation of the terrestrial civilization, most primitive individuals would be completely unaware of the existence of the large hyper-civilization."

At STARstream Research, we have considered a more intriguing possibility -- one that builds upon Gato-Rivera's premise -- in an information age driven by faster and smaller intelligent devices, the ultimate security comes from building a distributed network.

Hyper-advanced extraterrestrial intelligence might not be confined to localized objects we are able to perceive, such as spacecraft, space probes, city-worlds, and physical intergalactic empires.

Perhaps the cosmos is threaded by hyper-advanced nano-scale civilizations distributed across vast distances and held together by a faster-than-light-speed communication system built from a substance that physicist Antony Valentini calls "non-quantum matter."

Valentini has argued for a new kind of matter which would provide "immense physical resources -- for nonlocal communication, espionage, and exponentially-fast computation."

In Valentini's theory, the magical properties of non-quantum matter -- the ability to send instantaneous signals across space and time -- are "hidden from us by quantum noise, and that this noise is not fundamental but merely a property of an equilibrium state in which the universe happens to be at the present time."

The discovery of Valentini's non-quantum matter would be revolutionary, allowing for incredible new kinds of computers and communication technologies. Valentini suggests that his non-quantum matter might exist "in the form of relic particles from the early universe."

For humankind, at the beginning of the 21st Century, a similar idea is at the heart of the modern day communication network we call The Internet.

The advantage of widely distributing resources to protect against localized attack would be an attractive feature of any non-localized superluminal (faster-than-light-speed) communication network. Anyone who has survived a catastrophic data loss by restoring from a distant backup site will understand what I mean.

Imagine if the network of physical resources which result in what you personally know as your mind -- consciousness -- was not localized to your body and your brain, but was instead distributed across vast regions of space and time. Although any given physical subsystem might be destroyed in a localized region, the overall network would survive. Your consciousness would carry on.

The present technology situation is rapidly moving towards an unstable and unknown era of potential threats from technologies under development world-wide.

As a recent DIA sponsored report emphasized:

The intelligence community has had a long-standing interest in monitoring global technology trends that could affect U.S. national security. However, in fields where technology is advancing rapidly, the pace and breadth of research can overwhelm analysts. In addition, few intelligence analysts have scientific skills specialized enough to allow them to recognize significant advances in highly complex and emergent fields. In this new report, the committee applied the methodology to the neuroscience field and identified several research areas that could be of interest to the intelligence community: neuro-physiological advances in detecting and measuring indicators of psychological states and intentions of individuals, the development of drugs or technologies that can alter human physical or cognitive abilities, advances in real-time brain imaging, and breakthroughs in high-performance computing and neuronal modeling that could allow researchers to develop systems which mimic functions of the human brain, particularly the ability to organize disparate forms of data.

Clearly, as the primitive efforts outlined in this report illustrate, the ability to encode the full range of human experience from the brain-mind system to an artificial network is not (yet) in sight.

Nevertheless, trends in neuro-scientific pursuits (and in particular those which ignore moral and ethical guidelines to human use research) point to a distant future where the capability may exist to extract localized human experiences and encode and distribute them non-locally over a vast cosmic network.

The existence (or if it should be determined, the non-existence) of a vast, active, living, intelligent system of a cosmic network is a direct extension of the paradox considered by Fermi so many years ago.

Our current fascination with virtual environments, computation and communication point to a future based upon complex simulations of reality.

The hypothetical simulation of the future need not take place in a local computing system: it is quite plausible that such simulations may exist over vast regions of space and time, especially if they can be connected by presently unknown means of communication outside the restrictions of Einstein's relativity.

The cosmic battleground may move from wars fought in space to distributed battles across the cosmos, all quite invisible to primitive outside observers, such as ourselves.

Perhaps the future of war has already arrived here on Earth: It's simply all in your mind.

One clue that might exist: a report from government contractors that an experienced physicist was held frozen by an alien telepathic warning one night at the spooky Skinwalker Ranch in Utah.

His name is Ingo Swann. In the 1970s, he was one of America's secret weapons brought to bear against the Soviet Union: a psychic spy, personally tested by the CIA.
